The Minister of State for Defence, M.M.Pallam Raju headed a four-member delegation to Belarus beginning Oct. 26 where bilateral cooperation in the area of military was discussed besides other areas with the Defence Minister Colonel-General Leonid Semenovich Maltsev. India and Belarus have had close defence ties since the signing of an MoU on Defence Cooperation in 1993. Both countries have nurtured their defence ties with the holding of Joint Commission meetings on Military Technical Cooperation (MTC), whose first meeting was held in Minsk in May, 2008.
During the current visit to Belarus by the Indian team, the high-ranking officials from Belarus who held talks included Major General Rogozhevsky, the co-Chairman of India-Belarus Joint Commission on Military Technical Cooperation. From the Indian side, the Minister of State for Defence was accompanied by Lt.General D. Bharadwaj, Director-General Mechanized Forces, Shri V. Somasundram, Joint Secretary (Ordnance Factories) and Major General (Retired) Ravi Khetrapal, Chairman-and-Managing Director, Bharat Dynamics Limited (BDL).
During the Belarus visit, the Indian delegation visited ‘Agat’, the state scientific research enterprise, which has been collaborating with the state-owned Defence Research and Development Organization (DRDO) for over a decade. The DRDO also signed a memorandum with the National Academy of Sciences of Belarus in December last year to set up a Joint R&D Centre at Minsk in Belarus. DRDO has also signed contracts worth $2.6 million with various institutes under the National Academy of Sciences of Belarus for joint R&D of technologies.
India and Belarus are taking the on-going bilateral ties into another level by increasing the defence and military related business and by considering the forging of long-term partnerships between institutions like DRDO and the National Academy of Sciences of Belarus. Besides, India is looking at Belarus for Supplies of defence equipment and spares, refurbishment of missile systems and joint development of military hardware including opto-electronics and gunpowder.
Other requirements for India include opto-electronics for armament systems for tanks and combat vehicles, upgradation of BMP-2, T-72 and T-90 tanks including Fire Control Systems, Commander Panoramic Sights, Digital Ballistic Computer and missile firing capability. The Bharat Dynamics Limited (BDL) is holding talks with M/s Teatradr for technology, equipment and spares for refurbishing the OSA-AK missiles for the Indian Air Force.
