INDIA’s $1.4 BILLION QRSAM TENDER ATTRACTS FEW BIDDERS

There has been a poor response to the over $1.4 billion tender earlier this year for the purchase of Quick Reaction Surface to Air Missile(QRSAM) systems and missiles from overseas. Only Rafael of Israel and MBDA of France have responded to the April  2008 tender.

Bids were sent to Israel’s Rafael, Rheinmetall Defence of Germany , Raytheon of United States, Russia’s KPB Tula and MBDA of France.

Raytheon of U.S. did not receive government permission for the Transfer of Technology while the other companies had a 12 kilometers range QRSAM and needed to spend more on increasing the range to the required 15 kilometers.

In the short range surface to air missile segment the range is usually kept at 12 kilometers by most of the overseas defence companies whereas the Indian Army’s requirement was for a range of 15 kilometers.

The Indian Army went on a global hunt for the purchase of QRSAM systems and missiles as the homegrown QRSAM Akash, under  development for over two decades, has not come up to the expectations of the Indian Army.

The global tender was for procurement of three regiments of QRSAM system with Transfer of Technology (TOT) and also purchase of 1485 missiles with ToT for  missiles.

The QRSAM system is proposed to be employed for providing air defence to the mechanized formations operating in the plains, semi-desert, and desert sectors of India. The technical parameters provide that the QRSAM should be a quick reaction missile system capable to engage all types of air targets including aircraft, hovering helicopter and helicopters on the ground with their  rotors moving, low flying targets including suddenly appearing targets at close ranges, missiles and other futuristic aerial  targets.

The Missile characteristics include a range of not less then 15 Kilometers, crossover range of not less than 6 Kilometers, altitude of 10meters to 9 Kilometers.
