Russian Army Chief Visits India

In order to increase military cooperation in mountain-warfare, a top Russian military delegation is visiting India  May 25-29 which will be headed by General Vladimir Boldyrev, the Commander-in-Chief of Russian Land Forces. General Bodlyrev’s itenary includes talks with Defence Secretary Vijay Singh and Chief of Army Staff General Deepak and a visit to Indian military facilities in Siachen in the northern state of Jammu & Kashmir.

General Boldyrev would fly to Leh from New Delhi to inspect 14th Army Corps and visit training facilities situated at an altitude of 5,000 meters. The delegation will visit Siachen glacier, where Indian troops are deployed on combat duty at the altitude of 7,000 meters in the harsh climate.

Indian Defence officials have hinted that Indian defence teams will visit Russia in quick succession to ensure the revamped “Gorshkov” deal is sent to the Cabinet Committee on Security for approval by end-July. Russia wants as much as $2 billion more to deliver the 44,570 tonne Gorshkov by end-2012, over and above the original $1.5 billion package deal signed in January 2004. The dispute over the refitting of the Gorshkov, now called INS Vikramidtya, will be the top issue that will be addressed. While Russia is asking for $2.9 billion for the refit alone, India is negotiating around the $2.2-billion mark.

The first Indian team to visit Moscow will be headed by Indian Navy’s assistant controller of warship production and acquisition for a detailed analysis of the costing of the refit. This will be followed by a high-powered delegation led by Defence Secretary Vijay Singh in June. The third and final visit will finalise the scope of trials. India is keen on finalizing a fixed sum and delivery schedule at the end of the three visits.
